ISGR: Pull replications incompatible with active-side allow_conflicts=false

Description

The improvement in addressed the "Use proposeChanges instead" issue for pushing to a 2.8+ remote that runs with allow_conflicts=false, but did not cover the case where the active side has this set, and the replication is a pull.
