Enable log redaction by default

At the moment, we allow the addition of log redaction tags (e.g. <ud>) with a config option - this isn't quite inkeeping with the original design of this redaction or other users of it.

By requiring this to be configured, you can end up in a case where logging is unable to be redacted post-hoc.

Instead, we should remove the option to configure this and make it a built in part of the logging. This allows the opt-in/out to happen at sgcollect_info time.
