Change default console logging behaviour

• Disable console logging by default
• Add option to redirect console logs to a rotatable log file from SG config
• Remove service scripts stdout/stderr redirects to old log file locations

Need to make sure certain errors (like invalid log file permissions) are output to stderr, even when console logging is disabled.
