[3.1.1 Backport] Investigate waiting request_plus changes feeds not waking up for released sequence batches

A recent unit test for CBG-3128 had blocking changes feeds that weren't waking up from the result of released sequence batches.

Investigate to determine cause and write a narrower test case, along with fix.
