[3.1.2 backport] DCP rollback should force checkpoint persistence

DCP rollback updates the DCP metadata based on the rollback information, and calls SetMetadata to persist this to the DCP checkpoint. However, the DCP checkpoint thresholds may prevent the updated checkpoint being written to the bucket.

Checkpoint thresholds shouldn't be considered when performing checkpoint persistence during rollback.
