[3.1.2 Backport] Per-db log settings should take precedence over bootstrap

    Description

      The per-db console log settings (CBG-3286) should take precedence over the ones defined in the boostrap.

      Need to be able to configure the db logging output lower than the node's bootstrap settings (e.g. Fewer log keys, higher level (warn-only))

      Currently the implementation behaves in an additive manner, and uses the most verbose of the two.
