[3.1.6 backport] logging for GetDatabaseConfigs verbose and ambiguous

    Description

      If you have multiple buckets, every 10s it will log as follows at INF, once per bucket.

      This is a regression in 3.1.4, we didn't have info logging here previously.

      We can probably drop the logging here unless it is attempt > 1, and then it could log at INFO.
