[3.1.7 backport] Add a reason for why a database is offline in /_all_dbs

To avoid having to query all databases individually to figure out which require resync, we should include a reason property in the _all_dbs response when it is offline to avoid duplicate queries. https://couchbasecloud.atlassian.net/browse/AV-78861
