    Description

This came up as a suggestion from Blake Meike in https://issues.couchbase.com/browse/CBL-1184 that we should consider using Builder pattern so that the Configuration object will be completely thread-safe as the Configuration object will be immutable. This could be a good idea to eliminate a workaround to make the Configuration readonly after set as well.

After talking with each platform owner, the following direction will be taken for the API design:

          1. Java/Android, Swift, and Objective-C will adopt Builder pattern for the Configuration Object.
          2. .NET and Kotlin will adopt Constructor style.
