With the move in 3.1 to mostly 64-bit only platforms, we no longer need to build Win32 or ARM32 for Windows. Need to coordinate with Sandy Chuang on this for downstream consumption.

I made a branch called feature/drop_32bit_win in the .NET repo. It has the things I can think of from the top of my head for getting rid of x86, and also renaming the moniker from win7-x64 to win10-x64. Hope it will make a good starting point
Activate.cs could use some more simplification actually now that it only has one choice.
