Implement automatic bootstrap retry

In order to correctly implement SDK 3.0 wrappers around libcouchbase, it will be necessary for libcouchbase to use a mode during connect where bootstrap failure does not mean that the client stops connecting, but instead continues trying to establish a connection.  Relatedly, operations would need to be queued during the connect phase.
