Situational testing picking up consistent Rebalance issues

    Description

      Running the Hybrid situational tests is coming back with a consistent error for both the Rb1Swap-HYBRID and Rb2In-HYBRID for both the cb and ht workloads. I've re-run the tests separately in this Jenkins job -> http://sdkbuilds.sc.couchbase.com/view/LCB/job/server-build-test-lcb/job/ofer-lcbpsituational-temp-job/13/ 

      The errors are reported after the change occurs, for example the in the Rb2In the ht workload looks like http://sdk-testresults.couchbase.com.s3.amazonaws.com/SDK-SDK/CB-6.5.0-4821/Rb2In-HYBRID/11-19-19/061331/4a7fff7210c7637cebc3bae0addeb0e8-HT.html and is reporting LCB_EINTERNAL after the two nodes are added in and rebalanced, and the cb workload reports the same -> http://sdk-testresults.couchbase.com.s3.amazonaws.com/SDK-SDK/CB-6.5.0-4821/Rb2In-HYBRID/11-19-19/061331/4a7fff7210c7637cebc3bae0addeb0e8-CB.html. Whilst the mc workload (kv operations) is ok ->http://sdk-testresults.couchbase.com.s3.amazonaws.com/SDK-SDK/CB-6.5.0-4821/Rb2In-HYBRID/11-19-19/061331/4a7fff7210c7637cebc3bae0addeb0e8-MC.html.
