lcb_connect does not retry on bucket missing error

    Description

      The SDKs are responsible for automatically retrying their connections after a failure. I believe the intent was that the C SDK would be included in this, but currently a failure to connect (due to missing bucket for instance) fails directly and becomes an irrecoverable error.

            Note that this is a specifically problematic issue for the underlying SDKs, since they otherwise rely on libcouchbase to provide timeouts.
