View Query LCB_ERR_HTTP after restarting CB Server

With SDK 3.0.2 RC: http://review.couchbase.org/c/libcouchbase/+/130047/4

Testing Against: CB Server 6.0.4 - 4 node cluster with services:

Node 1: {kv}

Node2,3,4: {kv, n1ql, index, fts}.

There is an issue where some view queries consistently fail after Couchbase Server is stopped on all node, and then restarted.
