Trace span start should be reported

The current tracer setup in libcouchbase allows you to receive an event when a span is ended containing all of the details of the span. In order to bind this to the various tracer implementations such as OpenTelemetry, it may be neccessary that the tracing interface emits an event when the span is started as some tracer implementations do not allow the explicit specification of the span start time.
