Update query error codes that return enum values LCBAUTH_REASON_AUTHENTICATION_FAILURE and LCBAUTH_REASON_AUTHORIZATION_FAILURE

From this comment in MB-59344, the SDK team should update the method 
lcb_QUERY_HANDLE_::has_retriable_error in libcouchbase to return the enum value LCBAUTH_REASON_AUTHENTICATION_FAILURE when the query returns the error code 2120 and the enum value LCBAUTH_REASON_AUTHORIZATION_FAILURE (this is a new enum value) when the query service returns either the error code 13014 or 12037 (for serverless).
