    Description

      Steps to reproduce:

      1. Start CMOS with /data volume-mounted
      2. Shut it down
      3. Start it again

      Expected behaviour: cbmultimanager re-uses the existing admin user and password

      Actual behaviour:

      [couchbase-cluster-monitor.sh]2021-11-05T11:29:58.305Z ERROR (Main) Failed to run {"err": "could not create manager: could not create admin user: could not add user: UNIQUE constraint failed: users.user"
