Add a dashboard to compare two clusters

Often there are scenarios where there is a active/active or active/passive (e.g. main / DR) cluster configuration. We currently don't have a good way of comparing the two.

It might be worth adding a dashboard that would let you select two clusters and compare KPIs between them.
