Allow cbhealthagent to be configured through file

cbmultimanager can be configured through command-line flags or environment variables.  It would be useful when deploying as a service or from within a K8s environment to be able to specify a single configuration file.  The cmos-prometheus-exporter supports a configuration file in yaml format.
