Negative expiry in ATRs can make documents 'stuck'

    Description

      Though you'd think perhaps there's no way to get a negative value in there, we have seen it.  So lets interpret this value as an int32_t (rather than uint32_t).  Should be simple enough.   Worth looking around to see if we have any similar potential issues of this nature...
