[PHP SDK] Add pre-built binary information for Windows when available

    Description

      With PHP SDK 4.0, pre-built Windows binaries are currently not available. We do offer an alternative on how to build the Couchbase PHP extension here (it is not uncommon to do so in PHP land): https://github.com/couchbase/couchbase-php-client/blob/4.0.0/WINDOWS.md 

      In a future release of 4.0.x we should expect the Windows binaries to be published and therefore need to document this accordingly on our installation page and release notes.
