Add urlencode and urldecode functions

Add URL functions to https://docs.couchbase.com/server/current/n1ql/n1ql-language-reference/stringfun.html:

urlencode(plain_string)

Returns the input string encoded for use in a URL.

urldecode(encoded_string)

Decodes the URL-encoded input string and returns the resulting plain string.
