[Windows] msi installer does not support upgrade from older version

    Description

      1) Install 4.6 version of couchbase server on windows 2012
      2) Run installer for Spock 3088

      Installer should automatically detect previous version and start with upgrade process.

      Marking this as test blocker since it blocks all windows offline upgrade tests to be run
