vm.swappiness should be 1 or 0 based on kernel version

    Description

      Since Linux kernel 3.5-rc1, we should recommend setting vm.swappiness to 1 instead of 0 on this page. We should only recommend 0 for older versions of the Linux kernel, i.e. any kernel prior to 3.5-rc1. See here and here for more info.
