Concurrent addition of server-groups/nodes must be initiated from a single node

There could be a need to add multiple server-groups and nodes concurrently into the cluster. Initiating such addition requests from different nodes concurrently can lead to config overwrites causing the configuration to be lost. To mitigate such a problem, all the requests must be initiated from a single node.
