Bucket creation unsupported/undocumented during cbbackumgr restore

    Description

      If you try to cbbackupmgr restore while bucket doesn't exist at the destination, you receive following error: Error restoring cluster: Recieved error 404 while executing "PUT http://172.19.0.10:8091/couchBase/beer-sample/_design/beer"

      backup-meta.json file contains value "allow_bucket_creation" but:
      1) it can't be set with cbbackumgr config - or it it can than it is undocumented (first thing that requires fix)
      2) even after I manually modified backup-meta.json and set "allow_bucket_creation" to true, I still got same 404 error.

      Bottom line: we should support bucket creation when restoring, it should be part of "cbbackumgr config" and should be documented.

            Thanks Patrick Varley, one last question: why not to set it in cbbackupmgr config (if it is part of backup-meta.json anyway), why only optional param in restore?

            Because it changes the default behaviour.
