[CE] Add New Group doesn't do anything on "save"

Using community edition cluster:

• go to Security screen
• click on "ADD GROUP"
• enter info
• click "save"

Nothing happens (see "AddGroup" screen shot).  Using the "inspect" debugger it shows that the settings/rbac/groups returns "This http API endpoint requires enterprise edition". 

My expectation is the error should be displayed.
