Use cb-swagger repo for REST API doc partials

The swagger2markup output from the cb-swagger repository is copied into the docs-server and cbas repositories by the cb-swagger build script. This seems unnecessarily complex and error-prone, especially as the number of OpenAPI definitions grows. The swagger2markup output should be built as an Antora component within the cb-swagger repo, and Antora should pull this into the documentation build.
