Can't find cbbackupmgr for windows under bin

    Description

      better ref this (https://docs.couchbase.com/server/current/backup-restore/enterprise-backup-restore.html), got confused when use community version for windows

      Only Full Administrators can use cbbackupmgr; which is available in Couchbase Server Enterprise Edition only. Note that cbbackupmgr is not backward compatible with backups created by means of cbbackup.

            I ran into problems when using cbbackupmgr(https://docs.couchbase.com/server/current/backup-restore/cbbackupmgr-backup.html) for backup.  So I created https://issues.couchbase.com/browse/DOC-8823 

            you can close #8823 as it's duplicated issue.
