Document rules-based optimizer (RBO)

The documentation for the cost-based optimizer refers a couple of times to the previous rules-based optimizer by way of comparison. We should document the rules-based optimizer for completeness.

Some of the information for this ticket probably already exists in the documentation; it just needs to be gathered into one place. So, for example, the rules for selecting a join methods are currently documented under Default Join Method.
