[CLI] collection-manage documentation states, incorrectly the scope/collection name limitations

What's the issue?
The documentation which notes the scope/collection name limitations for the CLI is wrong, it states the maximum length is 30 characters where it was actually increased to 251.

What's the fix?
We should update this documentation to state the limit is 251 characters, and ensure that the other limitations are correctly documented.
