Dynamically change the transaction library config parameters

Transactions library is initialized once at the start.

As part of MB-39729 transaction library requested to add following parameters configurable by User.

cleanupClientAttempts, cleanupLostAttempts
CleanupWindow, numAtrs, CustomATRLocation

Need ability to change these parameters dynamically without impacting existing transactions or query service.
