DCP does not send end-stream message to open streams.

    Description

      When the user closes a dcp stream using the CloseStream command, the server does not reply with an end-stream message as expected.  This is due to a server bug (MB-26363).  The client should emulate this behaviour to provide a consistent API for handling stream endings.
