Major Description
Currently gocb deduces whether a gocbcore agent is safe to use for query operations by calling HasSeenConfig, this however isn't entirely safe since an Agent can end up disconnected even after it's seen a config. We should set up some way for gocbcore to decide which agent to use based on multiple metrics, not just having seen the config.
