Support setting Design Document options when managing DesignDocuments via the API

When either creating or upserting a DesignDocument via the API, there is no way to set the supported options of "updateMinChanges" or "replicaUpdateMinChanges" on the DesignDocument class. It would be nice to be able to set these directly on DesignDocument (maybe via a new DesignDocumentOptions class) and to also support setting this information when building a DesignDocument via a supplied JsonObject.
