Add Support for Node.js 18

In order to add support for Node.js 18 we need to update our CI pipelines to confirm that we can build and test against Node.js 18.

Tasks:

• Update Jenkins to include Node.js 18
  • Fix any related build issues (potentially needing to create more JSCBCs)
• Determine if we need to have any changes to our prebuilds (should not be the case w/ NAPI, but we might be switching that up pending CBD-5350/JSCBC-1109)
