Response Time Observability Documentation - Node.js

Code needed for two parts:
1. A little idiomatic snippet for settings or similar, to drop into the end of:

1a. Please check the Threshold Configuration Settings table is relevant for this SDK, and doesn't need modifying like the Python one.

2. Based upon Michael's blog post, there is a HOWTO documenting an example use of tracing:

...Please supply drop-in code snippets (or let me now if it needs modifying to fit this SDK).
