    Description

      Per the draft SDK 3.0 sdk-rfc, add API for the expected cluster level query API. This would not include any special scoping for scopes/collections or other expected features, but would bring the 2.x API in 3.x at the cluster level, consistent with new error handling, any routing, etc.
