Automated Update of operator Manifests for Red Hat OLM

OLM (Operator Lifecycle Manager)

For 1.2 and 1.2.1, we'll need to update the manifests used to expose the operator to OpenShift users in the Operator Catalog. This was done manually for those releases.

The process for doing this has just been updated to include a certification tool that validates the Operator manifests before it can be published:

For 2.0, add a target to our Makefile that creates the manifests we need to update our catalog `make olm`.  Build team will be able to run the target and upload to Red Hat.
