Fix issue in secrets creation

Our framework creates both basic test secret and docker pull secret in the namespace provided for the cluster in test_config.yaml - but admission controller is always deployed in the default namespace and hence it fails at that phase - this is consistently seen in gke regression as the clusters are created dynamically - other regressions use static clusters which might have secrets created in all namespaces at some stage - this needs to be fixed
