Cannot upgrade Operator with ISTIO

    Description

      If a customer is upgrading to Operator 2.1 and enable ISTIO, per CBSE-9442 this cannot be done, we cannot simply enable ISTIO in the namespace after upgrade. ISTIO needs to be on from the outset in order for its admission controllers to inject side cars into all the pods. Then we might have a situation during pod upgrade where the operator is not using ISTIO, but some of the cluster is.

      We need to document this as we have customers are who using ISTIO.
