Improve QE Test Selection

We can select suites and individual tests.  What would be nice to so select all tests that do TLS for simple functional area test coverage.  This leads us to tests having tags e.g. "sanity", "tls", then we select a set of tags on the CLi to run, the framework does the necessary selection/union and bing bang bong, 100% more useful.

Why stop there?  We can filter out tests based on the platform, rather than doing runtime tests and skipping...
