Explain What Operations Look Like

We say:

"just do this to rotate certificates"

but make no mention of what it looks like to the outside world e.g. how do I know it's happening?, how do I know it's finished successfully?

It'd be lovely to have behaviours and their events documented for external observability.  All (well most) of our tests enshrine behaviour, so we know when the docs get out of whack.
