Non Clobbering /etc Initialization

Even though it's unsupported, people use NFS, and what we are guessing is that during recovery an EIO turns into "file doesn't exist", so we overwrite all the persistent node settings, causing fail.

Replace this flaky conditional with a non clobbering copy, thus preserving existing stuff and exiting on error.
