Add a test to verify envvars propagate

As is covered in CBD-4452, spec.env is not propagating to many of the processes. The specific bug is actually in the Docker container packaging, but it would be good to verify that with a test.

I figure it can be added to cbopinfo tests, as the resource can have this in the pod spec, and the cbopinfo can check to see if processes such as cbq and memcached have this in their environment (assuming the info is there)
