Many NetworkSettingsModified events in tests with server 6.6.x

    Description

      Observed in 6.6.2, 6.6.3, and 6.6.4, in the vast majority of tests. This breaks the event schema validation, as they are filled with NetworkSettingsModified. This does not seem to happen in >=7.0.

      Example cbopinfo attached, from TestCreateClusterThenEnableFullNodeToNode. (This is one of many tests impacted).

      Seeing this error repeated in operator logs:

      Post "http://test-couchbase-lrhfs-0003.test-couchbase-lrhfs.test-j5qf7.svc:8091/node/controller/setupNetConfig": dial tcp 10.244.0.60:8091: connect: connection refused
