[SaveAndRestore] Restore fails with environment error.

Steps to reproduce:

1. Create a 2 node 7.0.3 cluster.
2. Create custom scopes and collections.
3. Save the data topology: 

   cao save --filename save.yaml

1. Destroy the cluster.
2. Re-create the cluster.
3. Restore the data topology: 

   cao restore -f save.yaml

Error:

environment error: cluster must use bucket label selectors 

Might just be a doc change, however going by the default save and restore command mentioned here: https://review.couchbase.org/c/couchbase-operator/+/168039/8/docs/user/modules/ROOT/pages/tools/cao.adoc hitting this.
