    Description

      A customer has noticed an issue with the YAML structure for setting roles in CAO 2.3 in [this ticket|https://couchbasesupport.zendesk.com/agent/tickets/47586.] using the structure set out in the docs did not validate, until the customer added the "Resources" level, however this just created a group without any roles.
