Couchbase Server 7.1 supports a autoFailoverMaxCount greater than 3

    Description

      Currently we limit CRD to values of 1-3 with 3 being default.  In Server 7.1, this value can be up to N+1/2 (I'm guessing here?) 

      We should update the CRD and DAC to allow values > 3 when server version is > 7.1
