Blocker Description
K8S-599 introduced a check to ensure all members known to Couchbase were actually alive and well. Sadly this will break all tests which kill pods e.g.:
- Kill pod while rebalancing
- Runloop reports a rebalance error
- Attempts to rebuild the members array
- Fails due to Couchbase knowing about pods which no longer exist
